This issue has been resolved - starting with the release version 0.1.9, the userdata folder resides in the user's 'Documents' folder where standard users can write anything anytime in any way.

If you had trouble saving and exporting to the 'userdata' folder on a standard user account...
It turns out that the files don't seem to get written at all actually do get saved, but only to a redirected mirror location.
Open up the 'userdata' folder in the Explorer --- or click on the path name shown at the top in a LOAD/SAVE/EXPORT dialog in BeepComp --- and see if you see a tab named 'Compatibility Files' at the top bar:
If you see the 'Compatibility Files' tab, that means Windows has saved your files in a mirror location. If you press the tab, you will be taken to that mirror location where you can see your saved files again.
The actual location of this hidden folder is:
C:\Users\(YOUR_USER_NAME)\AppData\Local\VirtualStore\Program Files (x86)\BeepComp\userdata (32-bit Windows)
or
C:\Users\(YOUR_USER_NAME)\AppData\Local\VirtualStore\Program Files\BeepComp\userdata (64-bit Windows)
You can also type in in the search box the following:
%UserProfile%\AppData\Local\VirtualStore\Program Files (x86)\BeepComp\userdata
or
%UserProfile%\AppData\Local\VirtualStore\Program Files\BeepComp\userdata
I am painfully realizing how important it is for me to change where user files get saved. I personally got so used to using Administrator accounts in Windows 7 so this issue went totally unnoticed until today. I know many people use standard accounts so this is an important issue to address. If you had to wrestle with this problem for a while, I am sorry!
I will figure out a good solution for this and redesign the program. In the meantime.. hopefully these workarounds will work okay until the reconstruction is done. If you're on an Administrator account, you won't have to deal with all of this.
This has been a very humbling learning experience for me.
